I am the owner of an apartment in an apartment building. The house has elevators and stairs. The door to the staircase on the first floor (on the other side of the house) has a separate entrance, which opens freely from the inside, and can only be opened from the outside using a key, available only to the management company.
Thus, if the elevators break down, which happens once a week, it is impossible to get into the apartment until the elevator is installed or the security guard is called with the key to the stairs. I believe that in this case the rights of the owner are violated, since access to the property is not provided.
Waiting and wasting time, often critical, is a limitation of rights. The need to know the telephone number of the control room, the need to call and report a breakdown is a restriction of rights.
The management company refuses to provide the keys to the stairs, citing the anti-panic system; and the fact that the stairs are the only escape route.
